Ford Taurus 2003, When i push the gas pedal, the rpm goes up but i cant go past 25 mph?

I started driving like normally, but once i tried to drive past 25 mph, the rpm started going up to 5 and i slowed down, but i couldnt go any faster than 25. is it my transmission fluid or the transmission itself? please help.
