The Constitution says the President (Ford) cannot pardon anyone who has been impeached. Impeachment was dropped after Nixon resigned, I believe, but weren't criminal charges still a possibility? What allowed Ford to pardon Nixon?

Criminal charges against Nixon were a possibility but that doesn't matter. Like you said the impeachment charge was dropped and that was all that mattered. Besides Watergate had consumed America for two years and had caused immense damage to the average Americans relationship with the government, Ford knew this and wanted an end to this seemingly endless trial. In the end those fighting Nixon won, he resigned and alot of people that were involved in the cover up were given sentences.
