Ford Mondeo Headlights Wont move?

My wife has a ford Mondeo and the headlights are in a dipped position and although we have flicked the dial to set them upright they do not seem to want to move.
I have checked all of the fuses incase it was a blone fuse but have been unable to find a faulty one.
Can anyone suggest where i should be looking and what im looking for to try and fix this. Im not a mechanic however i am getting better with the small repairs.
Your advice please.
 
try listening to the motor at the headlight while someone turns the dial if theres no noise or a whirring but no movement then something up with motor you could take it off and try havin a look at it they can also be adjusted manualy near the motor or on it theres a screw normally a torque srew(star head) put lights on and point them somewhere like a garage door turn screw and they should move up or down make sure both are level and not too high cause you'l blind oncomin traffic there is a legal requirement and this should be done on a headlight machine its not expensive to get done . by the way thats not dipped when its on the lower level on the dial dipped is when the normal lights are on and not fullbeam headlights
