check your coolant level - this happened to my missus' car and it turned out there wasn't enough coolant to run around the heater matrix. Which knakcered the head gasket... :/
If you're sure the thermostat is working , then check the Switch on your dash, when you turn it to the right, does seems loss? I think there has to be the switch, the one you adjust the heater with.
