Steven D may be a whizz kid but he knows bugger all about diesels. Most UK diesels will happily run up to 4000 rpm. True that the greatest torque arrives at around half that rpm, but yours ain't running right. It could be the ECU, or a faulty speed sensor, or the fuel pump. I would guess the speed sensor. Either way it's a job for a Ford dealer. You could spend a fortune on bits and still not fix it. They will know straightaway as they have the experience and the diagnostic kit to use.
