ford fiest m reg 95 wont start?

my friend has a ford fiesta 95 m reg he had a small bump in the car and damaged the driver side wing and steering i have now repaired all crash parts but now it wont start any ideas as i am not very mechanical but do have some knowledge been told may be fuel cut off but don't think this has one all ideas welcome thanks
dgw if it where my car it would have been scraped before it got crashed
pacemaker is that in the boot or under the bonnet
 
does it turn over like it ran out of gas try the fuel cut off switch located int he left rear panel take the cover off push the button down
