ford f150 fuel pump problem, need some advice?

is it possible for a bad fuel pump to run but have too low pressure to start vehicle? Had a bad relay so I hotwired the fuel pump to diagnose the relay. the pump runs but the pressure at the bleeder on the fuel rail seems pretty low. Any help is appreciated.

Put a gauge on the rail to see if you have enough pressure. You should be able to google to find out much pressure have to have .

Could be a carbonate up IAC valve.you should have 30 to 40 psi when you check the pressure.
