Ford Crown Victoria's Police Interceptor's QUESTION?

My best friend love's the 1998-2008 Ford Crown Victoria Police Interceptor, he's just Always loved the car (NOT THE WHITE ONES) those look like wannabees after they retire and call too much attention, he likes the colored/detective ones, he was thinking about buying one but isn't it illegal to drive an ex-police car? It has antennas and CLEAR/AMBER lights in the grille and rear CLEAR/AMBER lights also has strobes in the clear reverse lights and front corner marker lights, it was a former security car but was an ex detective car, is driving it illegal? And having the lights on the car illegal too? Even though they aren't ANY RED OR BLUE FLASHING LIGHTS? I thought only RED OR BLUE flashing lights were illegal?? Opinions would be appreciated!!
 
If you have money to spare, and you really want one, I'd say go for it. However, the cars they sell have been ran into the ground. Those cars are running around the clock and the officers that drive them don't drive like the elderly if you get my drift.

Also - they strip them down from the lights and siren. If you were caught with them still on the car and you used them in traffic, you can get charged with impersonating a police officer which is a felony.
