FORD 2.3L TURBO PERFORMANCE?

theoretically the turbo boost is equivalent to high compression ratios, running 15 or 20 lbs boost is like having a compression ratio of 11 or 12 to 1 ...

I suggest you go to the Racer Walsh site and down load the file "Back To Basics Sheet".
The blocks for the turbo were no different for the turbo engine and the non-turbo engine. But I believe the cams were (the turbo cam had more low end torque).
So read up on anything he has on the site concerning the 2.3 engines.
This is my preferred site for doing any research on 2.3 builds.
To answer your question, it will be determined by how much money you can spend on it and were.

Technically you can go as high as your octane and tuning will support, but if you expect it to run on premium gas or pump gas, I wouldn't think about going over 9.0:1. High compression and boost do not mix.

And I assume you know changing compression ratio means swapping out pistons which is no cheap task.
