If the frame is slightly bent, passenger side where it attaches to the bumper, can the car ever be safe to drive again?

I got hit hard by a uninsured drunk driver. My insurance it turns out only has noninsured bodilly (not collision) coverage. I won't be taking it to a professional to do any body work as the car only had kelly blue book value of $2100-2500 before the accident. The car runs fine. Necessary repairs include replacing tail lights, back window. I have modest mechanical skills but the time and patience to learn as I go if worthwhile. Otherwise I'll scrap for parts, metal, ect. Thanks for answers!

You can get the frame straightened rather inexpensively. Take it to a frame shop:
Last time I had any dealing with doing that. Truck I bought had short bed and I wanted long bed.
Had Frame lengthened and straightened as well as drive shaft lengthened all for less than $500.00.
.
But if you don't want to spend the money and the frame is only bent well behind the wheels where it did not do damage to the critical part of the frame ( between the wheels) then, you can straighten it enough by heating it and hammering it out.
