Following the popular vote general election in November for president:

There is no nationwide popular vote. There are only statewide popular votes for President.

The object is not to determine who is more "popular" among the population as a whole, but to determine who is more popular among the states in the Republic. With the more populated states having far more Electors, the results are often skewed, making it possible for a President to be elected that does not have the support of most of the states the office represents.


Option C in your homework question is a true statement but if and when a Presidential election goes to the states represented in the House, all states are "equal" having one single vote, but only if the state can prove a preference.
