Flying to Montreal to go fishing for 4 days, brother has theft charge from 2010 Will he be denied entry?

My brother has a Theft charge,Class 3 felony (just above misdemeanor) worst being class 1. Flying into YUL Montreal. Will he be denied entry or should he fill out and send in Application for rehabilitation even thou he is not eligible, ?? Or should we just go for it and hope for the best.??????????????????????
