Flashing Folder With Question Mark On My Macbook?

Okay, I have replaced my internal hard drive before on the same macbook I am using now.

What you need to do is when you put the new one in, you need to also put in the Mac OSX install disk, once that is done, hold in the 'option' button when starting up, select the CD. then install mac on the new hard drive (just follow the on screen instructions when the cd boots up). once thats done, you will be able to start up from your new hard drive!!! Put all your information back on it, if you want too. Then you're finished. remove the cd and enjoy your new hard drive :)

OK, so I just bought a new internal hard drive for my Macbook and I put it in. Then, after a couple minutes a folder with a question mark on it is flashing. I turned off the Macbook and before pressing the power button, I press the option key.

After a minute or two, the cursor arrow appears, but that's it, nothing else happens. Is there a step I missed? Did I forget to do something else? What do I need to do after I see the cursor appear on the screen? Do I press any other buttons or anything else?

Any qualified help would be a great benefit for me. I would like an answer ASAP. Thanks!
