fish tank water change?

my fish tank has got REALLY dirty is there a way i can get all the water and fish out then start it again like i just bought it?
 
I have a 10 gallon aquarium and it has 4 fish now. I have no gravel (it doesn't matter to them). And the fish I have now I have had for 3 years. I have no clue what they are, but they have very long fins. Anyway when we clean mine, we take out the decorations, then we scoop the fish out with a fish net (never use your hands), after that I take the decorations and hand scrub with no soap, while i'm doing that my dad washes the fish tank out sid with water and a little scrubby pad (no soap) Then we put in about 5 inches of water (treated water). Then we place the decor back in, and last but not least we place the fish in one by one.

chnage about 20 percent of the water using a gravel vacumm. BTW be sure to suck up the poop from the gravel using the vacuum.
 
well if you keep 1/3 of the water and dont clean the filters for a week just take the fish out put them in some of the aquarium water in a big enough container or another tank. then get half the water in another bucket them syphon the rest of the water out remove decor and gravel or sand then take it out side and clean it well with the hose then once youve clean everything exept the filters. get the gravel put it in a bucket and just keep rinsing it and scrubing it toghether with you hands till it clean then put the aquarium back in the spot put the gravel in and fill back up with the 1/3 aquarium water fill the tank back up with new water and then put the UNCLEANED filters back in the tank and put in the decor then the fish. make sure they get used to the temp of the water other wise you will shock them. then after a week clean your filters that should be the bast way but if you reali can put the fish in another tank with the water from that tank and the filter till the other tank is safe for the fish.
