fish question....again :)?

okay so ive got 1 dude fish and 1 girl fish and they are in the same tank and the water keeps going cloudy and i read that it might be because the dude fish is fertalising eggs
i dunno what it means
and ive also been told that i shouldnt empty the water when it goes cloudy

any ideas about whats going on???
