Fish Laying On Bottom of Tank?

My black moore has been having problems lately, floating at the top of the tank sometimes even sorta bent over. Now I don't feed my two fish much. A few flakes each once a day. I test my water frequently, all levels are in the safe zone. I have a fantal goldfish and a black moore. The fantail is just fone, but the black moore is having the above problems, and for the past 2 days it has been just laying on the bottom of the tank. It is breathing, and of you get near it will start swimming. when I come close the fish even comes to the front of the aquarium and wiggling excitedly. Any ideas on what could be happening?
 
I think it might be resting or sleeping. My goldfish do that too, I was worried at first, but, they seem fine. That's if the fish is at the bottom of the cage.

You said it would sometimes float to the top? I doubt that can be a good sign.
