Fish in new tank scratching themselves on gravel?

We recently bought a 60 gallon tank and we put in a combination of koi and golfish-9 total. We bought the tank about a week and a half ago. We let the tank sit for two days before adding the fish in and just today, we noticed they were rubbing themselves on the gravel. What's wrong with them and what can we do to help the fish?
What's double filtration? All I know is that we have a biowheel and this weird flossy blue thing that the water runs through.
 
Check your fish quickly for any spots on their sides. It sounds like they could have ick which is small white spots that can be treated with some cheap medicine. Don't worry. If there are no spots get some parasite medicine and try using it for a short period of time. Hope this helps!
