FISH HELP PLZZZZZ? : (?

just recently my goldfish suffered from what we diagnosed as amonia burning. We have constantly changed the water and so far he's been getting better. However, he seems to be swimming near the top of the tank (he usually likes the bottom more) (he's swimming there so its not an issue with his swim bladder). He's been taking quick breaths cuz his mouth has been opening quickly but he hasnt risen above the water for air. In addition, his fins appear to be falling away (his side fin is just a stik on one side now) Will they grow bak and are they the result of the severe ammonia burning?
 
when a fish gets ammonia burning it burns there gillz and they will take turns breathing out of one gill and keeping the other one closed. as him swimming at the top maybe you need to add more airation to the water also warmer water takes more oxygen than cold water will. just test your water for ammonia, nitrite, nitrate and ph and do a 25% water change daily untill the ammonia goes away and he should be ok. hope this helps.
