FISH EMERGENCY! I don't want them to die!!!?

Okay, I have 2 fancy goldfish in a 20 gallon high tank. My older one I have had since April, my younger one I have had since September. They are usually very fine and active, except right now. I had done a test of their water 3 days ago and knew that it really needed to be changed. I was not able to change it until just a few minutes ago (school and work got in the way). I had noticed my younger fish swimming very low to the ground while burying his nose into the rocks. He'll be making this motion like he is "yawning", swim around like crazy, then go back to burying his nose in the ground. I know the filter needs to be changed, but right now I have no extra filters and the roads are all ice since we just had a lot of snow where I am so I'm not allowed to go out and get any. What can I do in the meantime?? I just tested the water again and everything is fine as I just changed it. My older fish is acting just fine, but I am worried sick about my younger fish. I currently do not have to filter running since I know it needs to be changed badly. Should I turn it on anyway? Or will that make the water quality poor again? Please help!
