Finding Anime Names & General Anime Q&A

I saw an anime where a young boy wanted to be a ninja like his brother. He becomes the errand boy of the ninjas and such and starts to learn the darker side of things. His older bro is also a ninja. Another one is these people are stranded of an island. I vaugely remember an efeminant snail and one of the enemies had magic ink and paper. The boy might've lived with a bear. The art style looked like One Piece.

I am a casual observer of anime, but one time, when I was young, I saw this anime ONCE that like...connected with my soul. I can't even describe it but it made me feel calm when I was a kid....I just can't remember what it was called!

Here are the REALLY SPARSE details about what I recall about it (it was like 13 years ago ):
The heroes in this anime are like teenagers or are young? and they operate out of a base on the roof of a building. They have a turret or some kind of camera set up on the roof of this building that requires a secret code to get in; but they have a secret base inside. They are good guys. They use a garbage truck or something silly as their vehicle to get around town.

ANY IDEA on what this is?! I am hoping one of you out there can help me! If I can't find my answer here, then i'm surely doomed.
