Finding Anime Names & General Anime Q&A

Someone already asked about this, but no one answered it. I've been looking for this movie for a LONG time. It came on the late night Sci-Fi channel anime program once.

Here's the overview he gave:
"man kind is divided for some reason and the planet seems to be a wasteland. there are the people living in this city that is more vertical than horizontal. There is the military general of the city who finds a baby "outsider" and for some reason adopts her as his own.
years later a guy from the outside gets captured and escapes. he is in the city, bumps into her, and tells her who/what she is.
there is a prophecy of the people being united and delivered to a new land.
turns out she is the daughter of some dead heroine of peace and love. She is the only one who can turn on the GIGANTIC robot that was built by this female ghandi that has the entire city on its back. the robot will then literally "deliver" them to a new land.
another key character worth mentioning is the main bad guy. he is either a priest or politician but the thing is he has these bugs living inside him. He is literally their living hive though he controls the bugs. He throws the bugs on you and can drain your life force keeping him from rotting. he manages to steal some of the above mentioned girls life force and manages to turn on the giant robot ( the one with the city on its back) and control it. i forget what his intentions were. probably just power hungry.
the above mentioned girl manages to find another giant robot out in the wasteland and in a very amateur'ish fashion rips the city off the back of the other robot and destroys the other robot. she then fulfills the prophecy and that's the end."

I'll add this... The girl was found by a group of soldiers in a cave. She was in a pod, along with several other children, and her mother. One soldier starts shooting all of the pods, and the other (the "father")hits him, and saves the girl. next thing we see the girl is a teenager, and she has a pet canary robot. It "dies" and she somehow manifests these electric bolts that brings it back to life.
Her "father" is hiding her true identity from the rest of the city because her true race are considered weak, and the "Superior" race wants to destroy them.

I REALLY want to find this movie, but I'm not having any luck through google.
Any help will be much appreciated.
 
That's not it, but thanks for trying.

In this movie they don't know about the other robot/ship until the end. They all live inside the city on the back of the robot that they do know of.

I'm still hoping someone can help me.

BTW, if I'm not mistaken, this is a CG type anime, not the normal cartoon type
