Financial Aid - Leftover money after tution has been paid?

I have been in school for 3 and 1/2 years now and have always received extra money after my tution was paid for by sub and unsub and pell grants. My school is stating that in order for us to recieve any extra money leftover from our financial aid which they are calling stipend checks we need to give them a detailed budget with copies of our bills and documentation stating why we need our leftover money and they will either approve or deny it. My question is, is this legal? I have a hard time giving someone all my personal info and explaining why I want the this money. I feel I'm entitled to it if it's available I need for gas and other school expenses.
 
Honey...that's your money, How the hell they gonna stop you from getting the money that you are gonna have to pay back after graduation anyway....I have never heard of any school keeping refund checks away from their students.
