Financial Aid Appeal Letter?

This is a friend of mine appeal letter. He want me to proofread it for him and I did but still I feel like this isn't good enough. Please help give him some advice. Thank you!


Dear Office of Financial Aid,
This year has been a tough year, as a freshman I did not have a sufficient plan for managing my time. I had to get used to my new schedule trying to balance work and school. Due to my job it was difficult to concentrate on my school work. I have a lot of responsibilities and I have a lot of family duties as well. My hectic schedule didn’t give me much time to catch up with my work and it was difficult to study. When I do have free time I’m way too exhausted as well. I know it’s my responsibilities to do as best as I could in school so it was a huge disappointment to me when I found out I was on academic probation and on the edge of disqualification status. It was a struggle at home; I was responsible to send my siblings to and from school while I have to make it to work on time. Since I’m the oldest child and the first to attend college my parent expect a lot from me, I had to be responsible for the house bill and electricity bills as well as going to school and working. I discovered that college was more challenging than I had anticipated.
However, I was able to pass a few of my courses yet I also failed three of my courses in Spring 2010. I then attended classes daily, I was able to attend all eighteen hours of tutorial requirements for EOPS. Which was a relieved, I also set up group meeting with a few of my friends so we can discuss about homework and help each other out. But at the end of the semester it was too much to handle so I failed.
I am appreciative that you are willing to take your time and read my appeal letter. I am aware now of the mistakes I have made and am asking for one more chance to show Fresno City College that I can succeed academically. I have come up with a new plan for the following semester to manage my time and school work; I believe it will be very effective for me and I will bring all of my grades and cumulative grade point average up to or above FCC’s acceptable academic standard policy.
I am asking your committee to reconsider the denial of my Financial Aid for the Spring 2011 semester. I am an independent student and am in dire need of your help so I can purchase my school books as well as funds to pay for my course expenses. My goal is to complete an Associates Degree in Nursing. Without Financial aid, I will be financially unable to complete my goal. Please know that I am extremely focused on my future and my dedication to my education is vital. Due to the fact that I am extremely determined to rise above the minimum requirements for Financial Aid acceptance and good standing at FCC. Please allow me the opportunity to continue receiving financial aid to continue my education and make this dream of obtaining my degree possible. Thank you for your time and consideration.

My new academic plan is as follows:
I will read each class syllabus carefully to familiarize myself with each instructor’s expectations and grading scale and refer to it when in doubt.
I will contact my instructor if there is something I do not understand or if I have any doubts or questions about any course materials.
If I am having trouble with coursework in any of my classes, I will contact a tutor immediately and attend tutorial.
I have arranged time for me Monday-Friday for at least four hours per day, so that I have more time for myself.
My mother now picks up my siblings so that I can focus solely on my academic responsibilities and give myself more time to study.
