Financial Aid and Back Child Support?

Can a person get state financial aid when they owe back child support? My ex is probably a year behind in payments but says the money he is getting from the state to go back to college this fall will be sent to me for back child support instead. Sounds like bs to me, but wanted to see what others thought. Thanks.
 
yes he can get financial aid and then use what is left after tuition to cover his child support. When my husband lost his job and went back to school he used his financial aid to continue paying his child support. The state will not just pay it for him though he needs to make the payments out of the money.
