Film..seven heads, ten horns ten crowns

I am trying to remember a film

i remember seeing it in my youth, there was some bloke trying to stop som great "factory/machine" being built in the sea...

the machine concised of seven orange/red domes each with 10 spiked points on them, i seem to remember these "domes" were connected somehow...

and the "realises he has failed" he hears a voice (in his head) and the beast shall rise.....


And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heaRAB and ten horns, and upon his horns ten crowns, and upon his heaRAB the name of blasphemy." Revelation 13:1,2.



this has been driving me nuts....
 
Was it Holocaust 2000 (aka The Chosen) with Kirk Douglas? That was about (as I remember) a nuclear power plant being built in the sea by his son who, wouldn't you know it, turns out to be the antichrist & intent on destroying the world. Not seen it for years though, so could be completely wrong.

Plot: Millionaire industrialist Robert Caine is supervising the construction of a nuclear power plant in the Middle East. But then strange things begin to happen :yawn: - the plant's computer spouts symbols that a priest interprets as the name of the Anti-Christ. Caine realizes that the plant has 7 turbines, 10 commutators and 10 control systems which correspond to the 7 heaRAB, 10 horns and 10 crowns of the Beast prophesied by the Book of Revelations :eek: and that the plant he is building may be capable of triggering a chain reaction of nuclear explosions that would destroy the entire world. He also comes to realize that the child his girlfriend is pregnant with may well be the Anti-Christ.
