Just watched Bad Education which is a terrific movie, but surprised to see it was a 15 considering its sexual content and paediaphilia storyline. Now I have no problem with it being a 15, but I reckon if it was a mainstream American tv the censors would have made it an 18? I reckon it is one rule for art house movies, another for mainstream movies?
 
Yes, you are right, and this has been the BBFC's policy for many years now! You have to think as much about the type of audience that are likely to see the film as the actual content itself; this is why several films have had a higher rating upon video/DVD release...

It's a tough business rating films, but the 15 rating is saying that the film's context and content are suitable for those 15 and above. The BBFC now take a more relaxed approach when it comes to mainstream cinema - unless there's something in particular that warrants a higher rating, they are likely to approve it...
 
The BBFC take audience into account aswell as film content.

Anyone who chooses Bad Education over Harald and Kumar get the Munchies (also good :D ), is probably mature enough to watch it.

Plus, it's a film that should be seen by more people. :)
