Filing a complaint with the Dept. of Education?

I graduated back in February, but I haven't received my diploma yet because there was a miscalculation on my Financial Aid. The school returned money to the bank that was awarded to me and now they want me to pay. They keep giving me the run-around. Because of it, I can't find work, I can't enroll into grad school, pretty much I'm just stuck. I want to file a complaint, but I don't know who to go to, or how to do it. Help please!
 
I know you don't want to hear this but....

If there was a miscalculation and you were over awarded, your school has the authority to pull back those funds. Yes I know it wasn't your fault (unless you dropped courses and were awarded first) however you were not entitled those funds. Find out the details in your situation down to t and figure out what needs to be done, it may be that you have to arrange a payment plan with the school
