This is the only part that looks a little sketchy to me:

I don't think they should be able to stop someone for "any reason". Maybe the article should have said "any lawful reason" or something to that effect. They way it is written the article gives the impression that they would be able to stop someone without cause just to inquire on immigration status. I believe that they should have full authority to detain anyone suspected of being an illegal immigrant only if the stop was made for another legitimate cause.
