For me it's a tossup between FDR, Wilson, and Teddy.


But that might be because I don't necessarily view Lincoln's dreams of the Reconstruction as "evil." He's still in my top 5 worst presidents, but that's mainly because of the Civil War (emphasis on this being the main reason, not the only one), not because he wanted to usurp "States' rights."
 
I knew you or lew would get all nitpicky.

FDR gave the first giant push towards a welfare state that really set us on the path to where we are now.

Lincoln did through force what Bismarck did through more peaceful means - empower the central state while trampling upon the principle of federalism. Reconstruction hardly is a reason for me that I rank him so high. . And besides, Reconstruction was mainly done by other Presidents.
