Who are your favorite cartoon characters with Southern accents? Mine are...

Clumsy from the Smurfs
Cletus from the Simpsons
Mater from Cars
Fuzzy Lumpkins from the Powerpuff Girls
The Hillbilly Bears
The Cast of King of the Hill

Foghorn Leghorn rules in my book, but I won't discount Yosemite Sam neither.

Oh, wait! I've just got to mention that great laid back, Daws Butler-voiced wolf from Tex Avery's "Three Little Pups" and "Billy Boy". :D

It's not southern, but pretty much most of the cast of King of the Hill. A lot of cartoons tend to make characters with southern accents less intelligent for some reason, but the KOTH characters are just quirky, not stupid.
 
Lazarus Slade from 'Adventures of the Galaxy Rangers'. Mainly because he is the only southern mad-scientist I've seen in a cartoon.

Rogue & Gambit ('X-Men: TAS'/'X-Men:Evo')

Vigilante ('JLU')

Jonah Hex & Bartholomew Aloysius Lash/'BatLash' ('JLU')

Billy Numerous ('Teen Titans')
