Normally there is a situation in an animated movie or tv show where something funny is happening in the background, but there are those that just have you rolling on the floor.

For me, that would be Yzma's bee chase in Emperor's New Groove. Yzma slaps her mud covered scarf across her face and suddenly a whole bunch of bees scramble all over her. Kronk is absolutely oblivious to this and goes on to look at this bird while Yzma runs and screams in the background.

Zim Eats Waffles

While the episode is just epic in itself, the scene where the brainsucker just randomly appears on camera in the background (before striking moments later off camera) was one of the most laugh out loud moments of the whole episode.

There's an episode of Family Guy where Lois and Brian (or somebody) are talking in the kitchen, and outside through the window we see Stewie being chased around the front yard by Chris after his mind control device malfunctions. It's just a normal conversation in the foreground, but the antics outside always crack me up, especially when Stewie comes back into view, disguised in a trench coat and fedora, and points Chris in another direction before running off again.

I've seen lots of those in Family Guy, but that's one that comes to mind right away.

Episode 11 of Excel Saga. Near the end of the second act, Excel and Hyatt are helping a baseball team win a game, and throughout the entire act the crowd's were a menagerie of bizarre shapes and entities, and at the background of one shot you could see a crucifix jutting out from one of the crowds. Sure Excel Saga has had many background gags, but this one always stood out to me.

The Simpsons: The Springfield Files

When Homer and Bart are with the FBI Agents in the forest and you see Moe and his men carrying a killer whale (whihc they had to free as Moe thought FBi agents where after). Moe notices they are watcing him, and they move quickly off-screen,

In The Simpsons episode "The Front", Roger Meyers gives Bart and Lisa a tour of the studio where Itchy & Scratchy is written. During the tour, Meyers tells Bart and Lisa how Hanna-Barbera tend to reuse backgrounds in their series, to save money. While Meyers tells them this information, they're seen walking by the same open door and water cooler a few times, as they walk down the halls. :D

A lot of silly stuff happened in the background in the earlier episodes of Rocket Power. I forgot which episode it was, but some guy was announcing the next round of a skateboarding event, and in the background off in the distance, a flying saucer came down and abducted a whale.
The most random and hilarious thing to ever happened in that show.
