John Kricfalusi: The Ren & Stimpy Show, Weekend Pussy Hunt, The George Liquor Program, and Spumco Comics. He's mostly a freelancer that can't stick to one project, but his characters George and Jimmy have been reused over and over in webtoons, commercials, comic books, and music videos.

Jhonen Vasquez: Invader ZIM and Johnny the Homicidal Maniac. AWESOME!

C.H. Greenblatt: His storyboards on Billy and Mandy and Spongebob are epic. Chowder is good, but his storyboards are better than his show running work.

Maxwell Atoms: Just...amazing.
 
Greg Weisman is best when he's making cartoons. His comic's aren't bad, but he's much better when writing for television. He made some of the best US action shows of all time. Dini/Timm made the other half. So those three are my favorite I would say. If for some reason I ever got my own cartoon, I'd hire those three as consultants.

Easy, I love cartoonists in general, and am quite obsessed with the medium of comics and cartooning:

Todd McFarlane: He took anime influence to a whole new level.

Frank Miller: Love his stuff. So sleek in certain ways.

Bruce Timm: Like Frank Miller, but more TV friendly

Jhonen Vasquez: Brilliant mastermind of a cartoonist

Walt Disney
: The ultimate cartoonist turned animator. Nuff said.

Osamu Tezuka: Anyone who can draw and write that many pages is okay by my book.

Dave Sim: See Tezuka

Katsuhiro Otomo: See Tezuka

Tite Kubo: The Bleach manga is much better than the anime.

Akira Toriyama: That man knows action. He also influenced Masashi Kishimoto, who's almost as good as Toriyama.

Yoshiyuki Sadamoto: I love Evangelion the manga, but I loved his design work for FLCL even more.

Yasuhiro Nightow
: Similar to Sadamoto in the fact that I adore the way he portrays the textures of his work.

Scott McCloud: Understanding Comics taught me much of what I know as a cartoonist myself.
 
Disney's "Nine Old Men" especially: Milt Khal, Ollie Johnston, Frank Thomas, and Marc Davis.
All amazing animators.

Chuck Jones- Created some of the best cartoons ever.

Tex Avery- My favorite MGM director. His wild takes are hilarious.

Bob Clampett-
His peak stuff is really fun to watch.

Hayao Miyazaki-
I most of his movies on DVD

Isao Takahata-
Another great Studio Ghibli artist.
 
Really? Wasn't Ruby-Spears partially responsible for all the crappy TV animation of the late '60s-early '80s? What have they made that can match up with the works of Genndy Tartakovsky and Tom Ruegger, let alone Chuck Jones and Hayao Miyazaki?
 
Of course, Matt Groening has a given place on the list of greatest cartoonists, for creating The Simpsons. Although a couple of other people involved with the Simpsons should probably be rated just as high, since they seem to have ben just as involved in actually writing for the show. Im thinking primarily of George Meyer (often considered the smartest and funniest Simpson writer of them all) and John Schwartzwelder (the primary writer of about a fouth of all episodes).
