QPD's speeds are fast because .ro has a good internal network system at about a gbit from what i can recall but its all internal to the country, but the traffic coming out of .ro is limited to 2MB (250Kb/s) and thats why alot of them cheat.

That doesn't disprove his theory at all. If you test to a nearby server, of course you're going to get the speeds allowed by the internal network.
Try a speedtest to a US server and see what happens.

It's the average value for all connections, external and internal.
Beside this...I was banned for fake ratio on pretome (ratio free tracker) based on some tracker statistics ( suddenly I had an average of 8MB upload speed).When I showed them my speed test and Utorrent stats,they let me in again, this is another proof that cheating is a relative term, unless prooven with swarm statistics.

we do have some of the best ISPs in Europe,here at Portugal.
The biggest problem is yet the PUA, which basically means they advert unlimited traffic, but either at 320GB or 250GB downstreamed, they downgrade your service to 512kb/s until the start of the next month.

I have just read somewhere that at present the world fastest hard disk can only support at most around 70 MB/Sec speed. Does it means you can't download or upload more than 70 MB/Sec under the most favourable circumstances? (There is difference between MB and Mb. 8Mb/Sec= 1 MB/Sec)
