Fannie, Freddie, and GM all took bailout money. Were they effected by the pay caps?

Many corporate execs have pay caps slapped on them that cut their pay up to 90%. The justification was they hishandled the companies money and got them in trouble. To make sure it doesn't happen again their pay system has been capped and modified.

Did the pay czar do the same for Fannie, Freddie, and GE? I saw a banner that the CEO of Fannie Mae will have a salary of $5.5 million.

If they weren't why were they exempted?
 
Fannie Mae has long been a place where loyal dems go to work, such as franklin raines, who is really to blame for a lot of the current recession. It does not surprise me that fannie mae would be exempt. Somehow the dems always seem to protect their ilk.
