Family drama, want my sister out, need help?

Okay I HATE talking about my problems but I can't stand it anymore. My sister (feel disgusting calling her my sister) has been a total b***h to my family for years. we want her out, immediately. She's a drug addict, gets into fights, been kicked out of multiple schools, and has been in trouble with the law quite a few times (often for stupid acts like stealing, fighting, or trespassing which have caused very high fines that WE have had to pay off) Whenever someone tries to talk to her, she completely ignores what they say and insults the person that's talking (even if it's a teacher), as if it were a joke. it's unbelievably frustrating how she doesn't listen, or doesn't even try to. it's clear that she chooses friends over family as she has ran away with them before, and has threatened to move in with one of them. She talks with them on the phone all night long, often discussing plans to get high or drunk (sleeps at 7 am) makes it difficult for us to sleep. We've tried taking her to therapists and things like that, but they need HER consent, and she has refused all help offered and claims that WE are the stupid ones that need help. She brings the entire family down, and demands that we show her respect. We obviously do, but she makes not one effort to return it. She's 16 years old but acts like a 5 year old, thinks of herself as a queen. This has gone far enough and has to end now. What should we do? Is there any place we can send her?
