False failure in Toyota Tire Presure Monitor (TPM)?

While visiting in Albuquerque, New Mexico a few day ago my TPM warning came on. Ambient temperature was 15 degrees. I checked tire pressures and found all at 26 psi ... normal is 32. I aired all up to 32, but the TPM did not reset. Yesterday I drove from Albuquerque to El Paso TX. Temps in El Paso were in the mid 50s, but the TPM did not reset even after stopping for 30 minutes, however after another 30 minutes of driving, the TPM did reset itself. Is this normal operation, or is my TPM defective?
