Fallout: New Vegas - et Tumor, Brute - How can I sell Arcade to Caesar?

I know I can finish the quest by selling him as caesar's personal doc. I brought him to the tent, left him outside and went to talk to caesar. but I don't see any dialogue option for caesar or anyone else in the tent for ANYTHING to do with Arcade...

Do I need to do more with him as a companion or is the game just being it's glichy old self again?
