You'll need to start the computer from either a recovery cd or using the F8 option at start up.

First see if you can start the computer by pressing F8 at startup until you see a menu. Some PCs will have a Repair My Computer option. Once you've selected repair my computer try running the start up repair wizard. It should cure any issues.

The other option is to boot the PC using a Windows disc. This procedure is a little different. A quick Google search should reveal some more details about how to finish.
 
Your windows' boot manager is corrupted...

so either you can try inserting a windows installing cd and select recovery options and try startup error fixing procedures

or try recovering using the recovery disc, or using the inbuilt recovery...
 
That sounds really scary (as in bad news). Shut down the computer, then press f8 a lot until you get a menu for safe mode. See if you can do anything there.
If it's new or has a warranty take it to where you bought it and they'll fix it or replace it. If you've had it for a while then they might not help you and you might have to re load the OS (which is like a hundred something dollars).
Also try scanning it with a anti-virus (but use a different computer and connect them via usb). Maybe it's just a virus that is sending you the message about windows not working.
