Facebook chat, click on a friend & it says they are offline when they aren't, I

cant send or recive messages? I using the newer internet explorer, When I click on the friend they are still on and the icon is green meaning they are on but when I try to type or even wait a few seconds it does not work. The message will never send and I can't recive messages either.
It has been like this for over a month and I'm getting really frusterated, any way to fix it?
 
They might be going "offline" on there chat, cause they don't want to talk to some of their friends, or anybody.. not necessarily you... but otherwise, facebook chat is full of glitches
