I have a law assignment, where there was a shooting incident in Central Tech school in Toronto. The shooter and victim , were supossedly in gangs and wearing bandana's.They are trying to pass a law to be able to suspend students for wearing bandana''s, their is already a law that it isnt allowed but you cant get suspended for it. So, in my group im doing Minimal impairement. Im in the position as a lawyer defending the TDSB (school board) and why this should be passed using the Oakes test. But before i complete that, i need some explanation on what s.1 means. like into detail.
