explain this warren buffet quote, in more technical words..?

"I will tell you how to become rich. Close the doors. Be fearful when others are greedy. Be greedy when others are fearful."
between stock market time, how can i predict that other are fearful?
is that mean less trading session? or a lot buying session? buy session would be called greedy..
please explain..
I asked this question about the above quote on the base of these 2 buffet's quotes..
1 -I never attempt to make money on the stock market. I buy on the assumption that they could close the market the next day and not reopen it for five years
2-Look at market fluctuations as your friend rather than your enemy; profit from folly rather than participate in it. ( believeing buffet as more like a day trader )

When newspapers, Business Tv channels, Analysts, everyone at station, grocery, lunch rooms etc. talk of buying(are optimist about better prices ahead) and are NOT worried that market can fall. In fact they are trying to move from their safe investments to shares or even try to borrow, IT IS TIME TO SELL. And converse of this, when everyone has written off shares & nobody wants to buy, it is time to buy.
 
Other are greedy: daily price change x daily volume up more than 30% from 10-day average.
Other are fearful: daily price change x daily volume down more than 50% from 10-day average.
