Explain this to me: Taurus Judge legality...?

Okay so I am not interested in buying a judge, not that I don't think they are cool there are just a lot of guns (and other stuff) that i would rather spend my money on..

Ne way. How is it a legal handgun, and not a "illegal" shotgun (or one that has to be registered) since it accepts 410 rounds and has a barrel under 18 inches.

I get that it has a rifled barrel, but i would assume if i was caught with a mossberg 500 with a rifled barrel sawed off to a 14 inch barrel, i would be in some serious shit. So what makes it different?
so by that why couldn't mossberg make a sawed off shotgun and call it a pistol. It seems there has to be more in it than just what the manufacturer calls it.
Also its not just what its made for, a break-action 410 shotgun would fit 45 colt but its not a pistol...
Also... although i have not shot it, i assume its crap as most of the stuff taurus makes is subpar. And while it may be bulky and huge, a 410 3 inch magnum buckshot round will kill a lot more than a snake at 10'.
