exercising and dieting but no weight loss!!?

i am on a 12 week fitness regime to loss weight and get fit for my holiday.I am currently on week 7. I spend half hour on my cross trainer 5 times a week and have 30-40 second intense intervals every 5 minutes. I build up a sweat and my heart definetly beats faster. I also walk my dog for half hour a day.
I have been watching my food intake since the beginning but have now, on week 6 completely cut out fats, sweets, all junk.
I carry alot of fat in my legs and whilst i can see my top half toning up (although never been big on top) nothing seems to be happening with my bottom half. I am 41 and weigh 11st 2lbs (weight loss of 3lbs since starting) and am 5ft 4".
Has anybody got any tips to reduce the fat off my legs. I am thinking of doing the same exercise regime with the cross trainer in the evenings as well.
