exercises to lose fat in thighs?

the foods i eat always seem to go to my thighs, but no where else. people always say targeted weight loss is hard, but since i have no problem with targeted weight gain it should be no problem haha :P
what kind of exercises are good? (nothing to hard on the joints because i have arthritis):

elliptical machine
squats
lunges
leg raises with a squat

are those ones good? how long/many reps should i do of each of those? what other ones would work?
