Every website I go to i get a 'install flash player'..?

well, at the top of the screen, a bar pops up that says, "this website wants to run the following addon:'Adobe Flash Player'. If you trust the website click here.."

i have adobe flash, but this pops up for hotmail, yahoo, EVERYTHING. do i have to allow this for every site??? is there a security risk?
