evdo does it still work on generic v3mm

I can load the non evdo 1040 prl and connect to the internet tethered through bluetooth and connect to the internet at dialup speed but when loading 1050 evdo prl it will not connect at all and yes i used rsd to load 1050 prl, anyone on this
