Error Code P0401 on Toyota?

Check Engine Code P0401 EGR Valve Flow is Insufficient on 2000 Toyota Camry LE 4-cyl. The car runs like normal (no pinging or bucking while excelerating/decelerating) This started recently: on occassion, the RPMs will fluctuate while idling. Possible problems/solutions? If you have any advice, it would be greatly appreciated. Thank you.
 
A code P0401 most likely means one or more of the following has happened:

* The DPFE (differential pressure
feedback EGR) sensor is faulty and needs to be replaced
* There is a blockage in the EGR (tube), most likely carbon buildup
* The EGR valve is faulty
* The EGR valve may not be opening due to a lack of vaccuum

It's part of the emissions controls system. I suggest getting it fixed as soon as you have the money to do so but your car safely usable without it.
