It's easy to talk, to tell people to do things, to pay for others to do different jobs... If a person truly cares about protecting and saving the environment, they will make an effort. Right now, it is socially unacceptable not to say that it is important to care about the environment. People just want to fit in.
My opinion is that it's a little late to start worrying about the environment; a lot of damage has already been done. Sure, we can help, and that is why I do little things that are supposedly helping the environment. Major changes in the environment take a long time to develop, so the little things might help in the long run. But they might not.
