Engine won't turn over on a 2003 Ford Tuarus?

The power turns on in the car, and the dashboard lights turn on. But when I turn the key to start the engine, nothing happens, including no noise.
What do you think is wrong?
 
I would check the starter. If the solenoid does not work, and they are attached, then the started will not even give you a 'clunk'. The solenoid is basically a capacitor that stores 12 volts enabling the starter, that requires 24 volts to operate, to kick over. If the solenoid is not holding a charge, no start. You will need to lift the front end and support it by jack stands. Unbolt and remove it. Take it to the auto parts store and have them test it first. They should be able to confirm this.
