Employers Conduct of Background Checks

I understand that employers as part of preemployment screening have the right to conduct a background check. My questions are:
1. They have to inform you that they are checking you sign a consent form before they do it for you?
2. If your employer decided to recheck a Perodic are, they still have to inform you and you need a new form signed?
